JOB SUMMARY:
Leads and manages complex fiscal operations, accounting, financial planning, and analysis across all budget units in the Coll of Behavioral, Social & Health Sciences (CBSHS) including accounting, funding strategies, reporting, procurement, payables, receivables, and gift management. Supervises a team of acct/financial analysts. Reports to the Director of Financial Strategic Operations and serves as back-up as needed. Performs other duties as assigned.
JOB DUTIES:
30% - Essential - Budget Planning & Management:
In coordination with the Director of Financial Strategic Operations, manages the development & implementation of the annual college budget to achieve established college goals. Ensures that financial team coordinates with HRPL to ensure records are updated to reflect budgeted amounts and prevent shortfalls. Advises Directors and Chairs on financial matters. Approves submitted payroll corrections & ensures accuracy. Approves/prepares budget amendments as necessary. Works with HR contact to lead the summer pay process and certifies funding & accuracy of summer pay authorizations submitted by all 9-month faculty in the college.
30% - Essential - Fiscal Management & Continuous Improvement:
Supervises & coordinates business activities & expenditures including purchasing & accounts payable/receivable while ensuring adherence to policies & procedures relative to each specific funding source. Supervises reconciliations of revenues & accounts. Continuously reviews fiscal processes & procedures to ensure best practices & controls are in place. In coordination with the Director of Financial Strategic Operations, Develops & implements college fiscal policies. Advises on CU policy and procedures. Oversees college non-grant audits. Provides specialized trainings as needed. Directs the training provided to new faculty & staff on fiscal policies & procedures. Assumes backup signature authority for procurement actions.
20% - Essential - Supervision:
Leads and supervises Business Managers and Accounts Payable team members in the daily functions of the college's budget. Provides daily guidance and support for questions, problems, and concerns. Conducts annual performance evaluations for all direct reports. Ensures Department Chairs receive monthly budget updates from financial staff. Coordinates the on-boarding and training for new financial staff.
10% - Essential - Financial Planning and Analysis:
Works closely with Director of Financial Strategic Operations to update short and long range strategic planning & budget development for all college funds. Prepares complex financial reports & special projects as requested by the Director of Financial Strategic Operations, Dean, Associate Deans, Department Chairs, Directors, and faculty to assist in decision making.
10% - Essential - Other Responsibilities:
Serves on committees and task forces including Campus Business Officers Group. Interpret & disseminate information from meeting to college employees as appropriate. Approves CUBS security & training requests. Maintains BuyWays roles & approval limits. Reviews & approve P-card applications. Supervises submission of confirmed annual capital inventories & ensures Digital Asset Tracking System is utilized & maintained by departments. Manages annual college billing rate review & submission. Ensures adherence to CU records retention policies.
MINIMUM REQUIREMENTS:
Education - 1st Bachelor's Degree - with multiple accounting courses; 5+ years directing professional accounting, auditing, banking or finance employees
Work Exp 5+ years
PREFERRED REQUIREMENTS:
Education - 2nd Master's Degree - in Accounting, Finance.

WORK SCHEDULE:
Standard Hrs: 37.5, Monday-Friday, 8am-4:30pm
COMPENSATION INFORMATION
Band: 08, Expected range: $100,000-$120,000
Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.
ESSENTIAL PERSONNEL LEVEL
Normal Operations
Required to follow emergency facility closure directives, and not normally expected work on-site during emergency situations.
